HathiTrust has a wealth of scanned U.S. federal government documents available. Government documents are generally not subject to copyright law, so they have been a focus of the scanning efforts by the various contributing organizations.
HathiTrust has a U.S. Federal Document Collection. Keep in mind that U.S. federal government documents may be available on HathiTrust but not present in this collection. If you're searching for a specific document, using the general HathiTrust search is the best starting point.

Not all U.S. federal government documents are available for full view on HathiTrust. Some have legitimate copyright issues, but others have been incorrectly cataloged. To suggest an item be opened up for full view, you must first be in the document's Catalog Record view. Once there, click on 'Report a Problem' (pictured below) In the next pop-up menu, click "This is a U.S. federal document, and therefore I should be able to access it." Review of the document will take some time, so it probably won't be opened right away.
